Wondering if 'not checked' is supposed to stay in the tooltip until Notifier begins checking the account again... or ...appears only on first 'fail'.

There is no 'not checked'
There is no 'not checked' message in tooltip of X-notifier for Chrome.
This is intended because tooltip of Chrome cannot display colored text.
